THE NEW GOVERNOR-GENERAL.

Although the welcome accorded to Viscount .Tellicoe of Scapa yesterday was pot the iSrst that this distinguished naval officer has received in the Dominion, it was the first tendered to his Excellency in the capacity of GovernorGeneral of New Zealand. It is not always that formal functions of this nature carry with them the full and gratified accord of the whole community, and in this respect the welcome was unique. Throughout the whole of the Dominion there is but one feeling in regard to Lord Jellicoe's appointment as the representative of his Majesty the King,in this country—that the choice was most gratifying, and tl\at the Dominion feels honored by the presence of one whose name will live for all tiiye in the annals of the British Empire. There is an additional reason why, for once, the formal ceremony which is observed on the arrival of a new Governor-General should be backed up by the hearty approval of the country, and that is because Lord Jellicoe, when visiting the Dominion gained the esteem and confidence of the people on purely persona! grounds. His welcome had, therefore, a threefold significance that is without precedent, and the people will assuredly do all in their power to make Lord Jellicoe's term of office full of pleasant memories, while it is equally certain tha/t his Excellency will do all in his power for the advancement, happiness and welfare of the Dominion and its citizens. The brilliant naval career of our new Governor-General stamps him as tactician and administrator of the very first rank, and as an outstanding genius. Just as the navy is the bulwark of the Empire, so must Lord Jellicoe be regarded not as belonging to Britain, but as a product of the Empire, worthy in every respect of the highest position in its councils. Both Lord and Lady Jellicoe may assured of the good will and loyalty of the whole community of this outpost of the Empire, on Which their welcome presence' sheds a lustre that cannot fail to add to the creditable reputation it has achieved in peace and in war.
