Mr. Colby (Secretary of State) has issued an explanatory statement regarding 'the action of the United States in sto HDtog ;ite pay of the President of Haiti. He pointed out that the United States had been administering Haiti, owing to the inability of the republic to_ carry on its own ailairs and maintain financial responsibility. Haiti, under United States administration, had been thriving, but owing to the policy of the President and other officials being contrary to the effort of the United States' to financially rehabilitate the republic, it was thought expedient not to disburse their salaries. Ottawa, Sept. 21. The first Canadian by-elections since Mr. Meighen's accession to the Premiership resulted in erbphatic victories for the National Liberal and Conservative Government -Party.
