He suggests that the experiment should be based on 5 per cent, and, 1 per cent- sinking fund on the capital required, and the cost of labor and tile farm to be run and managed by the f.abor Party on union wages and conditions, provided that the farmers accept the result as the cost of production in New Zealand and undertake to supply local markets at the ascertained result.
