Mr. Balfour, replying to Kameneff's Note, expressed gratification that the Soviet has renounced the demand for the crsation of a Polish workers' militia, but denies .that the British Government ever recognised that a limitation of the Polish army to 50,000 men was a just ; condition 0 f peace. The British Government merely declared that this condi- ' tion would, not be considered sufficient ground for active intervention. ~ ; Mi.
