DEVOLUTION IN BRITAIN.
PROPOSAL OF THE COMMITTEE. By Telegraph.—Press Assn.—Copyright. Received May 14, 7.35 p.m. London, May 13. The report of the Speaker's Committee on devolution shows the committee is equally divided on two schemes, but practically agreed on the question of the powers to be devolved on financial relations and judiciary. Under the heading "powers proposed to be devolved" are regulations of international commercial undertakings, order and good movement, ecclesiastical matters, agriculture and land, local judiciary and minor legal matters, education (except Oxford, Cambridge, and London Universities), local government and municipal undertakings, and public health. It is proposed to transfer to local legislatures a certain license of duties. Any deficit is to bo made up out of income tax, while the whole position will be subject to review after five years.—lmperial Service.
