SURPRISE MOVE BY PLOTTERS. Received March 14, 11.5 p.m. Copenhagen, March 13. Monarchist troops from the Baltic provinces occupied the western area, of Berlin under pan-German auspices, and proclaimed the displacement of the Government, the restoration of the Monarchy, snd appointed Dr. Kapp, a fanatical panGerman and Monarchist, as Chancellor pro tem. Here Noske had previously ordered the trrest of Dr. Kapp and other pan-Ger-mans for alleged complicity in a reactionary plot. Loyal Republican troops hold the eastern sector of the city. Here Noske states the plotters aimed to surprise the Government and provoke u revolution throughout Germany. Here Noske was superseded by General Luttwitz, commanding the Reiehspehr, who i» alleged to be the military leader of tbe revolution, though professing loyalty to the Republic. Here Noske claimed that the plot had been scotched, but the Baltic troops quartered at Doberitz acted suddenly, and Immediately afterwards the pan-German Press asserted that the Government invented the plot in order to divert attention from the ErAerger scandal. MONARCHY PROCLAIMED. SWIFT CHANGE OF LEADERS. TROOPS' ARRIVAL NOT RESISTED, ALLIED ARMY READY. '"" Received March 14,11.5 p.m. London, March 13. This afternoon latest advices state the German Monarchists, with the assistance of the Doberitz garrison, effected a bloodless revolution in Berlin.

The Government fled, and a Monarchy was proclaimed. The National Assembly was dissolved for the present at least. The revolution appears complete. Dr. Kapp has assumed a dictatorship, and has appointed Rerr Helfferieh as Chancellor. The Socialists proclaimed a general strike.

Amsterdam telegrams report that Dr. Kapp and General von Luttwitz control Berlin, and that they dissolved the National Assembly and the Prussian Landtag.

It appears General Erhard's Doberitz Brigade arrived on the outskirts of the city at five o'clock in the morning, and delivered a two hours' ultimatum, which the Government refused to comply with, but fled instead in motors.

At 6.30 o'clock the brigade- occupied the Government Buildings without resistance. Other telegrams state a similar coup d'etat was canicd out in Munich.

Marshal Foch is responsible for summoning the Allied Council in Paris this

evening. The Standard Spams that if a restoration of the Monarchy is actually attempted the Allied Annies will inarch on Berlin.

The Ebert Government has taken refuge at Dresden. Herr Ebert and Herr Noske have issued a proclamation, in which they summon the workers to paralyse all economic life and prevent the bloody reactionaries' return, and to throtI tie the military dictatorship.

THE NEW LEADERS. MILITARIST AS WAR MINISTER. Received March 14, 11.30 p.m. Berlin, March 13. The city preserves its usual aspect. Dr. Kapp's proclamation declares that the National Assembly's mandate to establish a Constitution and conclude peace' has expired.
