It ia understood Holland has definitely refused to surrender the ex-Kaiser. — Aus.-N.Z. Cable Assn. LIST OF CRIMINALS APPROVED BY SUPREME COUNCIL. Received Jan. 23, 9,20 p.m. Paris, Jan. 20. The Supreme Council has adopted the list of war criminals whose surrender will be demanded. M- Millerand (the new Premier), Marshal Foch, and Sir Henry Wilson attended. M.
