Lansing (Secretary for State) has announced that the Japanese Government has issued an Imperial rescript exhorting all Japanese to work for the attainment of a durable peace which the League of- Nations contemplated, to abide by the principle of universal justice, and to follow the path of the world's progress. —Aus.-N.Z. Cable Assn. POSSESSION OF IvIAOCHAU. Washington, Jan. 14. It is announced that negotiations between China and Japan for the return of Kiaoehau will shortly be opened, since Britain and France have pointed out to China that it was advisable to enter into such negotiations. It is believed the new Chinese Premier is favorably disposed towards negotiations, which will probably hasten China's ratification of the Peace Treaty.—Aus.-N.Z. Cable Assn. THE FRENCH NAVY.
