The committee of miners conferred with the committee representing the Railroad Brotherhood to consider an alliance of the two unions and the nationalisation of mines and railroads. The public group at the Industrial Conference decided to draw up a report and submit it to President Wilson, and then adjourn. President Wilson, in a letter to the miners and operators, urged that, in the event of a dispute not being settled by a conference between the parties, it should be referred to a Board of Arbitration, in order to prevent strikes.
