Professor Keith, clerk to-the Imperial Conferences, says that the statement iu the New Zealand Parliament that an Imperial Order-in-Council will be neces-i sary to enable New Zealand to legislate for Samoa shows a fundamental change in the status of the Dominions as a result of the Peace Conference which is not yet realised. New Zealand holds Samoa as a mandatory of the League of Nations, of which she is an original member and not as a British colony under an Imperial grantProfessor Keith expresses the hope that the Government is considering other complex problems arising from the New Zealand status, the effective maintenance of Imperial unity depends upon their just solution, Aus.N.Z.
