WELOO.ME TO GENERAL SAfUTS. Renter Service. Capetown. February 12j. General Smuts was accorded a eivie reception on his return from East Africa, and business was suspended. lie received a magnificent welcome. Five thousand persons assembled at the City Hall, including Lord Buxton, GovernorGeneral, General Itoflui, members of the Cabinet, mid hundreds of wounded soldiers. Addresses were presented on behalf of the city, also from British Indians. General Smuts, replying, emphasised that South Africa had secured a voice in the disposal of the African continent. South Africa had pegged out a claim, thereby establishing its rights regarding the future development of the continent. He hinted that there was still a possibility of General Botha attending the War Council.
