THE NEW MINISTRY. PROTEST AGAINST COMPULSION OF POLES. Petrograd, Nov. 30. M. Trepoff, the Russian Premier, sent a message to Mr. Asquith, affirming the indissolubility of the Anglo-Russia :i friendship, which had been strengthened for ever by blood shed in the same cause. The appointment of M. Rittich as Minister of Agriculture is regarded as the first step towards a business Cabinet cemposed of specialists able to work in agreement with the Duma. The Government has protested to the Central Powers against compelling Russian Poles to serve in the Polish army.
The new War Minister informed Austro-Germany that unless the barbari ties to Russian prisoners cease, flogging will be included among the punishments to Austro-Gcrman prisoners.'
