The Times' correspondent at Washington say 3 that press opinion generally is favorable to the British note. The Americans are too prosperous to make trouble regarding the curtailment of trade. Other factors helping the friendliness are the graveness of the submarine controversy and the constant humiliating revelations of Germany's plots. German plotters, instead of abus■ing England, are now everywhere holding meetings against a rupture with Germany. They are attempting to organise another revolt in Congress against President Wilson, and are deluging Congressmen with telegrams.
