ON THE DVINA. GERMANS BECOMING 'ACTIVE. Received March 14, 5.5 p.m. London, March 13. General Hindenhurg's troops on the frozen Dvina are unusually active. Russian experts predict that the Germans are testing the line with a view to the resumption of the offensive at points where they were stopped in the winter .
