SehoHz has confessed that he and Fay tested the explosives and made the mines. He had almost perfected the exploding apparatus when he was arrested. He denies that a loaded mine [had been attached to any ship. SchoU ■believes that Fay received 4000 dollars from the German Government. It is officially stated that Fay has confessed that the German Secret Service sent him to the United States after he had exhibitad his exploding invention.
