The North German Gazette, supplementing the Berlin justification cabled on January 22, semi-officially claims that the international law relating to aircraft is not bindijvg during the present war It states that the old terms of The Hague Convention concerning bombs have expired, and Germany, France, and Russia have not ratified the. new terms.
