CONDEMNS THE CABINET SYSTEM. DEPLORES INCREASE OF ARMAMENTS. By Cable—Press Association—Copyright Received 15, 10.15 p.m., London, April 15. Tihe Independent Labor Conference passed a resolution by 283 to 78, condemning the Cabinet system and favoring independent action in Parliament. Mr. Jowett, M.P., who was elected chairman, said that the Labor Commoners, out of loyalty to Home Rule, were blackmailed and constantly compelled to vote against their consciences, sometimes for tlhe deliberate purpose of keeping the Government in office. He refused to be a bond slave. A resolution was passed protesting against increased armaments, arguing that an international arbitration board should settle disputes between nations. The conference condemned the attempts to subvert the Army for political purposes.
