Mr. Gourlay, president of the Canadian Manufacturers' Association, at a meeting at Montreal, predicted that Canada was on the eve of a general revision of tariffs on similar lines to that taking place in the United States. The agreement .with the West Indies, and that pending with Australia, would be the forerunners of a general revision.
