RAILWAY RATES.

The manufacturers' section of the London Chamber of Commerce carried a resolution against the increase of railway rates. Traders in the provinces are also grumbling at the rise, which is generally estimated at 4 per cent. Merchants are doubtful how to pass it on to the customers.
