The National Vigilance Committee,' representing the followers of General Hertzog, passed a vote of no-confidence in General Botha. The committee disapproved of an increase in the naval contribution on the ground that South Africa was not sufficiently prosperous, and resolved that where the interests of South Africa and the Empire did not coincide those of South Africa should take precedence. The committee instance the case of difficulties in connection with natives and Asiatics.
