Foster, the Canadian representative, urged the necessity of the Dominions acting in unison with Britain as regarded trade. The lesson borne in upon him since he had looked upon the vast potentalitics of Xew Zealand and Australia was that what these countries needed was population. If this land could be filled by a sturdv. onierpi'i-ing population, no miracle recorded in ilie world's history would be so groat as the results this miracle would involve.
