Wheeler, addressing the American Society on the settlement of International disputes, argued for the submission of the Panama question to arbitration. It was inconceivable that the United States should refuse to place the tolls question before an Imperial tribunal such as the Hague judges. She had better lose than act falsely to her plighted faith and the honourable tradition of the past 125 years.
