The Kolnische Zeitung understands that an agreement has been reached on all points in the Morocco dispute, and that it will be signed in a few days. Paris, October 20. M. de Selves, Minister for Foreign Affairs, denies that he communicated the agreement to the Powers who signed the Algecira.s treaty. TALK OF MINISTER'S RESIGNATION. Berlin, October 28. Some newspapers arc discussing the possibility of the resignation of the Minister for Foreign Affairs after the Morocco dispute has been settled, because he is no longer in agreement with the Kaiser. Several papers, however, consider his resignation would assume the proportions of a scandal. TRAXS-AFIUCAN RAILWAY. Received 27. 11.30 p.m. Paris. October 27. Following the Morocco settlement, M. Berthelot, director of the Paris Metropolitan Railway, recommends a transAfrican railway from Algiers to Lake Chad, linking the Nigerian Belgian Congo with the Cape-to-Cairo line.
