THE HAGUE TRIBUNAL. By Cable—Press Association —Copyright. London, July 30. The Universal Race Congress discussed flie extension of the Hague Tribunal. Mr. Walker, a law lecturer at Cambridge University, said that the tribunal could be a parliament for all mankind if countries so willed.
