At a meeting of the Australasian Football Council,, under Australasian rules, it was slated the game was progressing ' -lowly but surely in New Zealand, especially in Auckland, Christchurch, Dunedin and Westport. The constitution was amended to provide a circle of five feet diameter in the centre of the ground, I where the umpire would bounce the I bill, and a free kick would be given for encroaching, in that circle before the bounce.
