Mr. Joseph Chamberlain, writing to the annual conference of the Tariff Reform League, states that attempts have been made to prove that tariff reform is dead. On the contrary, tariff reform was never so strong with the masses and never so urgently required. Treaties made bv Canada would affect their policy, and make it more difficult than in the past, and unless the present opportunity were taken they might find the electors less easy to persuade in the future than in the past. Advantage should be taken of the Colonial Conference before it was too late.
