In the House of Representatives, Mr. Higgs moved for the appointment of a Royal Commission to enquire into the sugar industry. He declared there was great dissatisfaction in the industry. The primary producers were in a state of serfdom, and the directors of 6ugaT refining companies could reduce the price of sugar at their will. There was no appeal, and nobody could buy sugar except from the (Refining Company and two other companies, which were only allowed to exist as long as they adopted the same rates. He compared the company to a highwayman. Men employed in the industry were badly paid and irregularly rationed.

In reference to the artillery vote, the Novoe Vremya declares that only a small portion of the artillery ordered was not German, but French, in return for the model of the new ordnance, which was obtained from the Creuzot Company, and tihe latter will supply one hundred field howitzers. The remaining five hundred guns will be ordered from Russia.
