The Imperial Army is under the supreme generalship of the Emperor. The legislative, functions of the Empire are vested jointly in the KeicnStag and Bundesrath, and the Emperor lias no veto on laws passed by these •bodies. Of its functions it may be said the Bundesrath is mainly a confirming body, although it has the privilege of rejecting measures passed by the Reichstag.
