The Reichstag adop;ed Herr Ledebour's resolution in ot maKing the Imperial Chancellor responsible to the Reichstag, such responsibility to extend to all, the Kaiser's political acts and omissions, and declaring the 'Chancellor's responsibility should be regulated by a State tribunal. The majority, which was small, included the entire left, the Poles, and a portion of the Centre.
According to the constitution of 1871 ail the States /or Germany form an eternal union. The direction of political and military affairs is vested in the Emperor, who may declare war, but if it is not defensive the consent of the Bundesrath, or Federal Council, is required. The Imperial Army is under the supreme generalship of the Emperor. The legislative, functions of the Empire are vested jointly in the KeicnStag and Bundesrath, and the Emperor lias no veto on laws passed by these •bodies. Of its functions it may be said the Bundesrath is mainly a confirming body, although it has the privilege of rejecting measures passed by the Reichstag.
