RACIAL ANIMOSITY. l'retoria, August 24. The Premier, Mr Louis Botha, speaking in. the Legislative Assembly, said Lord Milner's administration was the most unfortunate thing that hod ever happened for the Transvaal, The distribution of the £3,000,000 grant was the ugliest incident ot the Transvaal's' history. Progressives in the Assembly declared Miat the distribution was in accordance with the Vereeucging Treaty and that the three millions actually became nine millions. Mr. Chaplin said: "If Lord Milner was autocratic, what is Mr. Botha!"
