A NLn r AMBASSADOR. THE KAISERS DISPLEASURE. Received March 2!), 4.8 p.m. New York, March 28. The Kaiser has approved President Roosevelt's nomination of Dr. David Hill, at present Minister Plenipotentiary of tho United States to the Netherlands, to succeed Mr. Charlemagne Tower as American Ambassador to Germany.
The Kaiser recently sent, through the American Embassy, a personal letter to President Roosevelt, giving hi in his private reasons why Dr. Ilill was unacceptable as Ambassador to Germany. Excitement was caused at Washing-
ton, taecause of Dr. Hill's popularity in America.
The Foreign Office at Berlin profess ignortnee of the matter.
