THE ZOLLVEREIN IDEA. SPEECH BY THE HON. A. LYTTELTON. Received 9th, 11.46 p.m. London. November 9. Speak ng at the Union Club dinner, the Hon. Alfred Lyttelton. late Colon al Secrctaiy, discussed the problems for the Colonial Conference. He reminded the Government that even tf unable to accept Colonia preference, they need not prevent the Institution of reciprocal trade on preferential terms between the Crown colonies, Ind a. and the self-govern-ing colones. He d'plored the widespread di-satisfactxn bceau-c the Imperial Government failed to make Ihe voice of the colon es effective in the questions affecting Alaska, N'ewfoundand. and the Hebr des. The Colonies and Btitain ought to each understand the other's standpoint better. An Advisory Council permanently sitt ng in London, was likely to prove a he'pful means of removing nvsunderstanding and soreness. He suggested reserving sum* places in the Civil Serv ce for young Colonials.
