RUSSIANS FIRE ON GERMAN SHIP. UNDER CHARTER TO RUSSIAN GOVERNMENT. GERMAN PRESS INSIST ON EXPLANATION. Receiyed 0, 'J. 10 p,m. Sr Peteesbisg, November 9 The German steamer vVanminbs, laden with explosives owned by the Russion Government, was fired on and seized by a Russian cruiser, although the captain produced the Admiralty s litters of authorisation. The vessel was released after reference to St. Petersburg. The spot where the steamer was seized is uot stated. The German Press consider the incident another Dogger Bank affair, and insist on explanations.
