Angora tribesmen, profiting by the Rai-uli's absence, pillaged villages on the east side of Tangiers Bay, and captured cattle after two hours' fight. Anarchy is general in Morocco. The Franco Spanish naval demonstration in Moroccan waters was made at the instance of the Moroccan Government, which is aware that the Algeciras Agreement made France and Spain responsible for the maintenance of order at Moorish ports.
