The Kaiser is reported to have added :—" I have been provoked at certain vexatious proceedings on the part of M. Delcassc, but I must unreservedly praise M. Rouvicr's tact and firmness. I shall do nothing to create dilliculties over tho Morocco Conference, and hire given Count Tattenback most conciliatory instructions."
