FRANCE AND GERMANY.
THE PEACEFUL AND AUTOCRATIC KAISER. A POMPOUS ORATION. Received 28, 10.57 p.m. Paris, December 28. The " Temps" states that the Eniser, when recently addressing a private gathering, denied that there was any war party iu his entourage, but that even if such a party did exist it was not important in any event, since the final decision rested with himself. He said that he did not desire war, " which is contrary to the duty owing to God and my people." The Kaiser is reported to have added :—" I have been provoked at certain vexatious proceedings on the part of M. Delcassc, but I must unreservedly praise M. Rouvicr's tact and firmness. I shall do nothing to create dilliculties over tho Morocco Conference, and hire given Count Tattenback most conciliatory instructions."
