Rouvier, Minister for Foreign Aiairs, presented the Notes exchanged in friendly tone, wherein France ana Germany agree to uphold at the Conference on Morocco, the French u iulies and arrangements, also llic Saltain's sovereignty anil independence, Morocco's integrity, the open-door policy, the expediency of police ami financial reforms, the introductions whereof will be regulated for a siion period by means of international understanding. The political missions at Fez will return to Tangier, and France and Germany will advise the Sultan of the Conference programme. The statement was received without enthusiasm.
