Lord Milner, speaking at Johannesburg in reply to deputations from the Progressive Association and Responsible Government Association, said that opinion was overwhelmingly in favour of single member constituencies, but it was divided regarding the oncrvolc one-value. The result would probably be a compromise.' There was unanimity in favour of an automatic redistribution. He appreciated the democratic franchise they recommended, and especially the inclusion of those on the first Volksraad burgher roll prior to the war. Lord Milner also approved of electoral areas on the basis of voters, not population. H« said the framing of a new constitution was in the hands of the Imperial Government. GOLD OUTPUT FOR 1904. (Received Jan. 11, 11.54 p.m.) LONDON, Jan. 11. In 1904 the gold output from the Transvaal was 3,779,(521 ounces, valued at £16,000,000.
