TERMS OF THE LHASSA AGREEMENT. LOCAL AFFAIRS LEFT ALONE. LONDON 1 , Sept 20. Speaking at Bromley, Surrey. "he Right Hon. W. St. .John Brodrick, Secretary of State for War, referred with satisfaction to the Thibetan treaty, and the reluctance wherewith the mission had -been undertaken. He emphasised the pledge thai no permanent occupation or permanent interference with Thibet's internal affairs would occur.
