A TERSE CHARACTER SKETCH. LONDON, August 7. Prince Kuropatkin ( ? Kropokin) contributes a sketch to the Speaker. Ho describes the Czar's good intentions as a pure myth. He (the Czar) cares for nothing except the maintenance of autocratic power, and it is absurd to describe him as kept in ig'norance by his functionaries. (Prince Kropokin is a well-known Russian exile and litterateur, who at one time stood in favour at tine Imperial Court, but fell into trouble through his connection with revolutionary parties.)
