; READING BYE-ELECTION. LONDON, August 7. The election rendered necessary for Heading by the resignation o( Mr Gefr. W. Palmer, resulted in the return of Mr Rufus Isaacs, K.C., Liiberal, who defeated Mr Charles E. KeySer, Conservative, by 4770 to 4540. At the general elections Mr Palmer defeated Mr Keyser by 4592 to 4353
