REFORM IN RUSSIA.
CONSTITUTIONAL CHANGE WANTED. St. PETERSBURG, August 2. The Novoc Vremya, a loading paper, makes a strong plea, for a Ministerial Cabinet like other European countiies; also for the independence and liberty of tire press. It declares that Ministers are constantly opposing each other's plans, ajnd have too much individual responsibility.
