SEPTIC TANK SITE.

k deputation from the Borough Council, cim isfcing of the Mayor (Mr E. D ckri l), C.s. CoLi', Breaking, and Bolltiager, with the Towa Clerk, : wrtitod o'> the Harbour Biard on Friday relative to obtaining as a site for tho piopo ed sep'ic tank in connection with the borough drainage soheme a po:"i"n of the Board's reserve in CuiTie-s>.re°t. Messrs Govett and Qjiilam, the Board's s>lici'orj, were *lsj in attendance.

After the Mayor had pltceJ the position of matters before the Boird, Mr Givett explained how the land Deeded could oe leased to the Council, The Imi r. quired was one-ninth of an acre, and had a frontage of 100 feet to tha Huatcki stream and 60 feet to Gill streak. At present this pieoe of land oh» part of the lease held by Mr New'on King, who was willing to rae't tKe Borough io the matter, lir I King could surrender this part of the ltiase, and this could ba put up at public motion at an upset. Mr McLean wanted to know how tho Borough Council and Mr King had arranged far the latter 'o surrender this part of the lease.

Th» Mi) or stid that Mr Kins bad co deal with sub-lessees, and had met the Council in a Lir way. Mr King was willing to surrender the portion for XSUO, and considering the circumstance i the Bjrough Council were quite e*dy to acquire the land io this way as they could no*, take it under the Public SVorks Act. It was the only suitable place for the septic tanks in rh« town.

Mr Dingle inquired if the future value (f the Board's land there would hi aif cied by these septio tanks.

Mr Dockrill ccuH not sei how the values could ba affeoted as the taokl | lid notjgive off any offensive smell. ' Mr Bullringer siid that failing septic ticks the Borough would have to go ia foe an expensive pumping syfltfm.

' The members decided to inspect the land during the lunch adjournment I before coming to a decision.

The discussion was resumed in the afternoon by Mr Foreman, who aaid that, after inspecting the land in queltion, and io view of the report of the sanitiry authorities, he had oome to the cono'usion that the septic tank would not det riorate the Board's adjoining property, Mr McLean considered that at tha end of the term, if a leise was granted, the improvements might be valued at more than the land was worth.

Mr Maxwell and he was willing to i agree to the first resolution! u drawn oy the Board's s licitors, and he moved rhat the Biard consents, at any time within the next four months up in being no required, to grant a lease to Mr Newton King, of the Harbour Reserve, of which he is at present tenant, excepting the pidce of land oontuniag a v out one-ninth of an aore bonded towards the north by the other pirt of the Reserve (50 feet), towards the east by other part of the Reserve (100 feet), towards the south by Gill-street (SO feet), and towards the west by the Huat iki stream (100 feet), at the same rental as he is cow paying for the vhale, and on the sami conditions, and to grant a lease to the Borough Council »f the excepted portion for the eame term and on the same conditions, excep iug that the rental shall be a peppercorn one, provided at ways that the original leas* to Mr N. King is surrendered. Thd motion was oarricd. Mr Maxwell considered that the sc <ptic tank would seriously effect the valu* of the Board's adjoining pro* perty, as business premises fetched a higher price when next to one another than nhsu there was a vacant spaoe or stable buildings in between. He did uot winh to bir the way of the Oounoil from orrying out their work?, but the Board's interests tnusi be the firs' consideration. He therefore oonaidered that the Board should obtain a rent of £1 10.< per foot frontage, and he moved that the Board consents at anytime within ths next four months to accept tby surrender of any such lease as may be, granted to the Borough Council under the preceding resolution and will (on the wiitteu request of Mr N. King *nd the Mayor of New Plymouth) at once advertise the sale by auction of a lease of the said land for a term of twen'y-one years to commence one month from the sate at an upset of £1 10s par foot per annum, such lease to be a lease with a p rpa'ual right of renow-il evory twenty-one yeira at rentals to ba fixed by special resolution or valuation, or by arbitration, and to I jjntaiu such other terms as may be ippr.ived of by thi Board's solicitors and tho Chairman of the Board.

Mr McLean urged that the rent should be £2 per foot, and Mr Maxwell agreed totbatsum. Tho Stratary read out tho rental figures for the Mt. Eliot Reserve. Mr Ward said that at firs': he had h"ou incline i to advcata a rent of XI 10s pjr foat, but after hearing the just read he moved &s an mend.uont that the rent be XI per fn\ Tbis was soondei by Mr Forem.'q;

Mr Pi ice considered tho question was not 80 much one of rental but whether .lio Board's property would be prejudicially affected. The Chairman piintei out that this point had boen settled by the previoui •esolution.

Mr Dingle wou'd prefer tha f . the s 'uks phould be taken aw«y as far as poss'h'e fiom thft Hoard's property. Mr Maxwell, in riply, daid that in fixing ih'f rout the question of comP'nsitiou for future lose had been •f.ken into considersioc. Re hopud f 'i« Council would tiud a eLraper site -ad go - lanwher'-, but if tliay adhered to tLesite in question then they thould pny the rent proposed. Aftjr further discussion Ur^Un-

well agreed to the rent being £1 10s' per foot and on a division the motion was earned, Messrs Ward, Foreman,' and the chairman voting with ! he noes, : and Mr King abstaining fi\m voting, j Foimal resolutions were then passed i relative to th* Council paying ali costs and a* to affixing the -Bird's seal to the necessary documents.
