A five per ceDt. luan of .£3,350,000 witb a minimum of 90 has also been arranged. The Governor oE Port Arthur vainly tried to chat to- a british ship to c m vf-y troops to Yalu and then ordered 800 infantry to p.oceed overland. It is reported that 20,000 Russian troops are concentrating at Tentuany, commanding the approaches to Ya:u and Kiang.
