THE MONROE DOCTRINE.
ARGENTINA'S PROPOSAL. PER PRESS ASSOCIATION. Received 10, 0.2 a.m. London, March 10. Argentina has proposed that the LatiD American Republics should unite with America in promulgating the Monroe doctrine, barring future forcible collection of debts by bombardments and blockades. Senator Hay replied that Monroism needed no strengthening as President Rooseveit's declaration respecting the collection of debts was sufficient.
