It enjoins the strict enforcement of the laws against raized marriages, and states that " in order to deter Catholics from these sicriligious anions, we declare all who in future contract mixed marriages before a heterodox minister incur excommunication, and those who presume to contract marring? before a State official are guilty of grevous sin. In such Cases where priests consider i dispensation may be granted marriages are to be celebrated outside the church without ceremony, unlrss for grave reasons otherwise permitted."
