AFFAIRS IN CHINA.
P2DR PRESS ASSOCIATION. Received 13, 11.24 p.m. London, January 13. Reports from Kanen state that the Tartar gen6ral was afraid to carry out his orders to arrest Tung-fuhsiang, lest he should provoke a rebellion. Imperial edicts have been issued creating a Board of Railways and Mines. Wangwezishan has been appointed president, and Ohangyentnao, whose manager went to the SekiniShanikwan railway, is distasteful to the British, and has been relegated to a ' subordinate position.
