J Lord Lansdowne has directed lord Paunceforte to sign the new AngloAmerican Isthmian Canal treaty. Lord Eanfurly, in a letter to the St. James Gazette, says that the Koyal visit to Australasia was of inestimable and far reaching value. The absence nf stiffness was a pleasant surprise, and more frequent visits are desirable. Shanghai, November 18. After a suppar at Insterburg Lieutenant Blatkowitz struck Lieutenant Hildebrand*-, who was helping him homeward. A Court of Honour considered the case, and decided that a duel was inevitable. Blaskowitz was killed, and a court-martial sentenced Hildebrandt to two years' imprisonment because the result had proved fatal. Washington, November 19. The German Minister has assured President Koosevelt that tbe reports that Germany was seeking coaling stations in South America and the West Indies were baseless.
