Until the Board shows ability to spend its income economically and efficiently, it is quite useless to expect the ratepayers to entrust it with the expenditure cf an additional loan, Tha' is burden enough for the ratopiyei'f to bear. It is all very well to talk about there being no risk of a rate being levied, "ouce bit twice shy." The ratepayers were told that before, ;md know the dirtful consequences. Writing with some knowledge of the feelings of the country settlors of Tararaki, we nay without hesitation tha* they are not prepared to entertain loat proposal for harbjur improvements, so the idoa may "ell be abandoned.
