The Constans claims an indemnity for two years for the deprivation of rights. London, August 26. The Times Paris correspondent sty a the Sultan's irade confirms the right to extend and build in tbe vicinity of the quays, or to sell them; and that the question of the amount of the bankers' claims should be submitted to arbitration.
