Lord Lansdowne had taken it that the Anglo-Germaa agreement Applied to all China, includiag Manchuria, Britain was indisposed to fcarpingly criticise Russian arrangements to temporarily protest their interests in Manchuria. Published versions of the convention appeared to infringe Great Britain's rights there and el-ewhers. It would have been wiser if Russia had published the texb of the Convention, thereby dissipHing suspicions Meanwhile Great Britain and Germany advised Chiaa to refrain from private and separate agreements with any individual power.
