BOROUGH COUNCIL.
A:special meeting »f the Borough Council was held on Friday at 11 a.m. Present: His Worship the Mayor (Mr. 8., Dockrill), Crs. Lealand, Cow, Bellringer, Brooking, Aveyy, ©attleyj lad Stohr, ' / t - % Uv j - The YTorkß pommittee,r«port9d re;eommenjting the; whole of the tiorough staff be' placed at cl(*nipg up t)ie strasta prior -to the holidays; that thi action- oft he? chairman in purchasing metal from the gaol authorities at 4s 6d per yard be approved ; that all gutters be cleaned prior j to 8 a.m.; that 6 torn of 3ft pipas and fittings be procured. A deputation from the Board of Education waited on the committee, requesting that water be supplied to the schools under their control free of charge. Mr. McAllnm represented the views of the deputation. It was decided that the Town Clork communicate with other Councils enquiring the practice followed in supplying water to the schools, in their respective boroughs. That Mr. 8. W.J Shaw bo informed that the committee < regret the financial position of the Council will not enable them to do the work asked for in King-street, but that the same will receive attention as soon as practicable; j that the tender of Messrs. Kyngdon i and Berridge, £8 ss, be accepted for work at Outfield Read; other tender, Sole and Cook, £9 6s; that the com-
mittes regret that the finances will not permit of an expenditure of from £9O to £IOO in laying water pipes along the Vioteria Road as requested by Messrs. Stanford and Cook, and that tho committee greatly regret the circumstances which compel them to decline aeceding to the request; that the Town Clerk enquire of. the Turncock when he proposes to fully resume fris duties; that the Foreman be instructed that all street sweeping must be done prior to 8 a.m., excepting on Thursday afternoons; that the Foreman be instructed to place a3 many men as passible at the work of flushing gutters, in order to economise the wator; that a man be employed to cut steps in the cliffs at Qover and Elliot-streets in accordance with the resolution passed some months ago. After coaffrring with the Borough surveyor who attended with plans of the propoaad alterations a fleeting tho approaches to the beach between Weymouth and Govorstreets, and affcqr the various alterations had been explained and suggestions made by the Borough snriveyor, the following resolutions wore paisedThat with a view to facilitate traffic from the west end of the town, the Railway Department be requested to continue Holes worth-street across the H.uatoki to intersect Brougham-street; that the Railway Department bo requested te so place the south freak of the new good shed that it tha)) be in a line -with the north side of the contlunation of Molcsworth-street as asked for in the former resolation; that as all vehicular approaches to the beaoh by ] way of Kawau and Molesworth-streets, will be blocked, the Railway Department be asked to make a road suitable for vehicular trafllo on to the beaoh from Qover-street; that in order that the public may not be deprived of the exiatiag rights of approach by way of streets to the beach, that over-bridges be erected at the north ends of Queen, Brougham, and Liardet-streets for feotpißsengers ; that the Department be requested to allow the Ceuncil if they so desire at some future time to erect septic tanks near the month of the Huatoki stream; that the Council protest agaiust Regina Place being taken for railway purpose unless an equivalent street be provided; that in view of the recent legislation affecting private owner?, relating to streets being made a chain wide, that we request tbat Bulkeley Terrace be made not less than tho statutory width. Cr. Brooking moved the adoption of the report, and explained various items [therein. With regard to the question of water supply t# schools lie statod that the Wanganui Council, which had been quoted by the Chairman of the Education Board as an instance of froo supply to schools made no charge to r.ny householder for the first 1000 gallons per week, the price after that being Is per thousand. If the Now Plymouth Council adopted that coHrse thoy could supply schools free. With reference to the alterations by the Railway Department as affecting the borough streets and access to the shore, Cr. Brooking pointed out that the Department had practically takan possession of the sea frontage from the Honui to the breakwater. It was essential, in the interests of the town, that Molesworthstreet should be continued into Brougham-streot, According to the piesent plan, a portion of tho now goods slied was located on the end of Molesworth-street, and this should not bo allowed. It was also necessary that an entrance should be left to onablo vehicles to get to the beach by way of
Gover-street. Then, again, tho Department claimed Regina Terrace (known as the Esplanade), and the Committee considered that this should not bo given up without an equivalent being given by the Government. The Department, he said, seemed to be takiog a very high hand in the matter, and tho Council must protect tho ratepayers. After some discussion, tho report was adopted. The Reserves Cnmmitte reported as follows :-?-That upon the Borough Solicitor reporting that al! papers are in order and costs paid, leave be given to Messrs. Palmer and duett to sublet lot 1, of sub 2, section 1, block 3, Ngaire, S.D. (underlet by the Coanoil's tenant) to Mr. Edmond Potts." —That Mr. M. Jones receive notice to remove buildings encroaching on part -of Borough Reserve on tha south side of the Council requiring the use of the ground, The buildings to be removed; by 31st March, 1901. The rsport was adoptod.
The Finance CommUtso reported that araangoments had been made by the Chairman with tho Bank of New Zoa'and re the debentures for .£29,000 due on the 31st instant. The Committee approves of the same. The arrangements wore submitted for the approval of the Council. The report was adopted, and the arrangements confirmed, but as they required written sanction from tbt> headquarters of the Bank, the Council adjourned till to-day at 9,30.
